Ultimately should the water heater t p discharge pipe be run to the exterior of the crawl space.

When the temperature gets too high the valve opens up and water runs out through it. The tpr valve will activate if either water temperature measured in degrees fahrenheit or pressure measured in pounds per square inch psi exceed safe levels.
